Inside the City's Reduced-Cost Lifeguard Certification Initiative

When Mike Ghizzoni climbs into his lifeguard chair at the Los Baos del Mar Pool, he doesnt just see swimmershe sees a community guarded by vigilance, care, and training. Formerly with the U.S. Coast Guard and Santa Barbara County Counsel, Ghizzoni now applies his skills to a different mission: water safety. His story is just one reflection of a growing movement in Santa Barbara, where civic leaders are working hard to make lifesaving skills accessible to all.

This spring, the City of Santa Barbara is offering lifeguard certification courses at a fraction of their usual costjust $50 instead of the standard $200. Thanks to a concerted push by the citys Parks and Recreation Department, the initiative aims to make lifeguard training more inclusive, timely, and vital. Inspired by Juliet Lemars powerful coverage of the program, we take a deeper look at how this initiative not only trains lifeguards but also fortifies community resilience.

A Mission Anchored in Accessibility

Water safety shouldnt be a privilegeit should be a basic civic right. Thats the philosophy behind Santa Barbaras reduced-cost lifeguard training program. With drowning ranked as the leading cause of death for children ages 1-4 by the CDC, the stakes couldnt be higher.

Whether or not you pursue lifeguarding as a profession, the skills you learn here are priceless, says Aquatics Coordinator Todd Fahlstrom, who has helped lead the charge for this initiative. This program is about building a community that is aware, prepared, and capable.

The training is offered at a price that undercuts most national programs. At $50, participants not only receive 6 hours of online learning and 2025 hours of in-person instruction, but also leave certified by the American Lifeguard Association. For job seekers, students, and service-minded residents, the opportunity is life-changing.

The Training That Saves Lives

So, what exactly does lifeguard training entail?

Participants dive into an intensive schedule that balances theoretical knowledge with rigorous physical testing. From CPR and First Aid to spinal injury management and water rescue techniques, the program teaches candidates to respond within seconds. A critical emphasis is placed on "10-10 scanning"ensuring every person in a pool is accounted for within 10 seconds.

The first seven or eight minutes of any emergency are ours to manage, explains Ghizzoni. The EMS may be minutes away, but those moments belong to the lifeguard. We own them, and were trained to make them count.

Beyond pool rescues, participants learn beach and open water skills, essential for a coastal city like Santa Barbara. The comprehensive curriculum not only empowers trainees, but also strengthens the broader emergency response infrastructure of the city.

Why Now? A Call for Preparedness

Theres never been a more pressing time to invest in public water safety. In recent years, climate change has altered seasonal water levels and increased beach attendance. With heightened water usage comes the need for more qualified lifeguardsnot only in pools but on shorelines, lakes, and rivers.

Local officials also point to the national lifeguard shortage, intensified by pandemic-era disruptions. By lowering the financial barrier, Santa Barbara is making a bold move to address both community safety and employment gaps.

This is more than training, says Fahlstrom. Its preparation for life. We want to remove every barrier to entry for people who are willing to take on that responsibility.

A Workforce Pipeline with Purpose

Graduates of the certification program dont just walk away with a credentialthey gain access to a direct employment pipeline. Lifeguarding roles with the City of Santa Barbara are immediately available, offering competitive pay, flexible scheduling, and a clear path toward career advancement in public service, recreation, or emergency response.

But the benefits extend beyond the paycheck. Former students speak to the value of learning teamwork, responsibility, and confidence in high-stakes environments.

I didnt think of it as a career at first, shares Adriana Torres, a former trainee now working as a head guard. But the experience changed my mindset. I saw how I could grow herenot just as a professional, but as a person.

Bringing Equity to the Water

Historically, swimming and lifeguard training programs have had barriers tied to socioeconomics and racial inequality. Many underserved communities still lack access to basic aquatic education, leading to alarming disparities in drowning rates.

Santa Barbaras program is a step toward equity. By reducing costs and offering support throughout the course, the city is actively working to bring underrepresented groups into lifeguardingand leadershiproles.

The city also partners with local schools and youth organizations to encourage teens and young adults to participate. Subsidized transportation and translated materials help ensure no one is left behind due to language or logistics.

Community-Centered Training Environment

While the training is physically and mentally demanding, many praise its collaborative and supportive culture. Instead of a sink-or-swim mentality, instructors foster a team-based approach, encouraging mutual support among candidates.

The training is rigorous, but youre not alone, says Ghizzoni. Theres a camaraderie that builds in the water, and by the end of it, youre not just qualifiedyoure connected.

This supportive environment is especially important for first-time swimmers or those returning to the pool after years away. Instructors take time to identify individual strengths, helping each trainee succeed on their own path.

How to Join the Program

Lifeguard certification courses will be offered twice this spring:

  • March 2427

  • May 2426

Both sessions will be held at Los Baos del Mar Pool, a landmark facility in Santa Barbaras Waterfront district.

To enroll, participants must be at least 15 years old and pass a pre-course swim test. Online registration is available through the City of Santa Barbara Parks and Recreation website.

For those interested in getting involved but unable to afford the $50 fee, limited scholarships and sponsorships are available. Community members are also encouraged to donate to the training fund to help expand the program's reach.

Looking Ahead: A Safer, More Empowered Santa Barbara

Juliet Lemar original reporting shined a light on an essential program, and the city has taken bold steps to ensure it thrives. From young people looking for a summer job to adults aiming to contribute meaningfully to their community, Santa Barbaras reduced-cost lifeguard certification opens doors.

It builds more than lifeguards. It builds confidence, leadership, and readinessqualities that ripple throughout the entire community.

As Ghizzoni reflects, Every trained set of eyes on the water is a gift to this city. And we need more gifts like that.
